全球正经历新一轮的全球产业梯度转移及全球供应链重构。这种重构不仅体现在贸易流向、产业布局的表层变化，更触及供应链体系赖以运行的底层支撑——国际宏观供应链底座——有别于支撑单个或多个企业运转的微观供应链底座(平台)。文章所指的国际宏观供应链底座，是支撑全球产业链、供应链高效协同与安全运行的宏观基础支撑体系，其核心构成可概括为“三梁五柱”。在当前全球政治经济格局深度调整、技术革命加速演进、可持续发展需求日益迫切的背景下，以美国为代表的部分国家推动的“脱钩”及“回撤”策略，实质是试图对现有全球供应链底座进行结构性调整和部分替换。文章首先剖析驱动全球供应链宏观重构的三个关键变量：链长“换位”、发展“换道”与打法“换阵”,在此基础上，深入阐释全球供应链宏观底座的“三梁五柱”核心内涵，并重点分析“美撤中补”策略下，中国供应链底座的“三梁五柱”面临的挑战与转型机遇，以期为理解当前国际供应链格局演变提供一个系统性的分析框架，并为中国积极参与国际宏观供应链底座替换，掌握国际供应链主导权提供决策参考。

The world is undergoing a new round of global industrial gradient relocation and the restructuring of global supply chains. This restructuring is reflected not only in superficial changes such as trade flows and industrial layout, but also touches the underlying support on which the supply chain system operates—the international macro supply chain foundation, which is distinct from the micro supply chain foundation(platforms) that support the operation of individual or multiple enterprises.As referred to in this paper, the international macro supply chain foundation is a macro-level basic support system that underpins the efficient coordination and secure operation of global industrial and supply chains. Its core structure can be summarized as the “Three Beams and Five Pillars”. Against the backdrop of profound adjustments in the global political and economic landscape, accelerated advancement of technological revolutions, and increasingly urgent demands for sustainable development, the “decoupling” and “reshoring” strategies promoted by some countries, led by the United States, are essentially attempts to structurally adjust and partially replace the existing global supply chain foundation.This paper first analyzes the three key variables driving the macro restructuring of global supply chains: the “repositioning” of chain governance, the “course shifting” of development, and the “formation changing” of operational approaches. On this basis, it elaborates in depth on the core connotations of the “Three Beams and Five Pillars” of the global macro supply chain foundation, and focuses on analyzing the challenges and transformation opportunities facing China's supply chain foundation under the strategy of “U.S. withdrawal and China supplementation”. It aims to provide a systematic analytical framework for understanding the evolution of the current international supply chain landscape, and to offer decision-making references for China's active participation in the replacement of the global macro supply chain foundation and its endeavor to gain dominance in the international supply chain.
