文章基于安世半导体被荷兰政府接管的典型案例,探索地缘政治风险下全球供应链的动态治理机制。通过深入的过程分析,文章提出一个由多维博弈动力机制(驱动层)、供应链冲击传导机制(影响层)与企业战略响应机制(应对层)构成的三层动态治理模型。研究发现,在地缘政治竞争日益激化的背景下,国家安全逻辑不断侵蚀商业逻辑,致使传统供应链治理模式失效;全球供应链的韧性不仅依赖于运营效率,更取决于关键环节控制权与地缘政治风险的分散程度;企业的有效应对则需要法律反制、供应链重构与外交协调三者协同。文章拓展了国际商务与战略管理领域中关于制度复杂性、政治风险与供应链韧性的理论认知,并为跨国企业在高风险环境下的供应链治理提供了实践启示。
Abstract:Based on the typical case of Nexperia being taken under regulatory control by the Dutch government, this paper explores the dynamic governance mechanisms of global supply chains under geopolitical risk. Through an in-depth process analysis, this paper proposes a three-layer dynamic governance model consisting of a multi-dimensional game dynamic mechanism(driving layer), a supply chain shock transmission mechanism(impact layer), and a corporate strategic response mechanism(response layer). The study finds that in the context of intensifying geopolitical competition, the logic of national security is continually eroding commercial logic, rendering traditional supply chain governance models ineffective. The resilience of global supply chains depends not only on operational efficiency but also on the control over critical links and the dispersion of geopolitical risks. Effective corporate response requires the synergy of legal countermeasures, supply chain restructuring, and diplomatic coordination. This research expands theoretical understanding in the fields of international business and strategic management regarding institutional complexity, political risk, and supply chain resilience, and provides practical insights for multinational enterprises in managing supply chain governance in high-risk environments.
