文章在梳理国内外供应链管理与国际工程项目采购相关研究成果的基础上，以中央企业境外工程项目为研究对象，对境外工程项目采购供应链的结构特征、采购模式及风险因素进行了系统分析。通过典型境外工程项目案例分析，总结了中央企业在国际工程项目采购供应链管理中的实践经验，并提出了优化境外采购供应链管理体系的若干对策建议，包括构建全球供应商资源网络、推动数字化采购平台建设、强化供应链风险管理机制以及提升供应链协同能力等。研究结果表明，随着国际工程项目规模的不断扩大，中央企业需要逐步从传统项目采购管理模式向全球化供应链协同管理模式转型，通过构建更加完善的全球采购网络与供应链管理体系，提高境外工程项目采购效率与风险控制能力，从而提升企业在国际工程承包市场中的竞争力。
Abstract：Based on a review of Chinese and international research achievements in supply chain management and international engineering project procurement, this paper takes overseas engineering projects of central enterprises as the research subject and systematically analyzes the structural characteristics, procurement models, and risk factors of overseas project procurement supply chains. Through case studies of typical overseas engineering projects, it summarizes the practical experience of central enterprises in international engineering project procurement supply chain management and proposes several countermeasures to optimize the overseas procurement supply chain management system, including the establishment of a global supplier resource network, the promotion of digital procurement platform development, the strengthening of supply chain risk management mechanisms, and the enhancement of supply chain coordination capabilities. The findings indicate that as the scale of international engineering projects continues to expand, central enterprises need to gradually transition from traditional project procurement management models to a global supply chain collaborative management model. By constructing a more comprehensive global procurement network and supply chain management system, they can improve the efficiency of overseas project procurement and risk control capabilities, thereby enhancing their competitiveness in the international engineering contracting market.
